That's not perfectly true. The GPL has quite a lot to say about the
responsibilities of someone distributing binaries.

That's very true. There's nothing for the user to accept, no obligation
imposed by merely installing the software.
IMO the tawdry business of "accepting" licenses at installation time is
best left to proprietary systems as they continue to slink to ash heap of
history. It's certainly not something free software should emulate.
The installer should install, and let the fun begin.
