I LIKE this idea! Indeed, that is what I use on several mailing lists, and
it is amazingly easy to do with majordomo.

All you have to do to implement it is to edit the config file to contain
(among other things):
moderate = no
restrict_post = CodherPlunks
If you don't want bounces to go to owner-CodherPlunks for approval, also set
moderator =[insert email address of moderator here]

(The comments in the config file seem to indicate that the restrict_post
option isn't that useful, but indeed it does work when the authorized
posters are the same as the list members.)

Advantages:

1. Member posts are forwarded to the list immediately without human
intervention.

2. Nonmember posts are simply reflected to the moderator for approval,
where the designated moderator decides if the posting is on-topic or not,
and either forwards the message on to the list, bounces it back to the
sender (if known), or summarily deletes it.

3. No more spam goes through CodherPlunks.

4. Anonymous postings are still accepted when they are on topic.

5. We don't lose the immediacy of a non-moderated list for most postings.

6. Minimal work is required of the moderator.

7. One or more designated anoymous remailers can still be subscribed so
that postings through them can be posted without a delay.

8. The moderator need not know where messages are coming from, just if they
are on topic or not.

Disadvantages:

1. Consensus must be reached on who will moderate for a diverse group such
as CodherPlunks. (This shouldn't be too hard after counting volunteers. I
think we already have a credible volunteer.)

2. The list owner has to take 5 minutes to reconfigure the list (more, if
he has to take time to read the instructions on maintaining the config file).
