Spam to mailing lists is the worst sort since it is amplified.
Consider an operator selected list-cookie, a text string, like
"smell-my-feet" . A list could forward mail only if it contained
this cookie in the message body. Normally, it should be too much
trouble for a spammer to insert such into their litter-ature unless
they bothered to actually read the list and reconfigure their software
for each list that enabled cookies.
Given a 24 hour grace period for old cookies, it would be easy for
list managers to change the cookie, from time-to-time and equally
easy for list members to pick up the latest cookie from list mailings.
