Building packages on MS-Windows, originally developed for a Unix platform,
always requires some trial and error. When you build more than once, you
will see some problems returning, and then it might be worthwhile to look
for a more general solution. Some of these are described at
http://gnuwin32.sourceforge.net/compile.html
In the specific case you report, it might be more easier to install a
sys/param.h. If a dummy (empty) file does not work, then you might borrow
one from cygwin or djgpp and adapt it where necessary.
