Yeah, plug-ins are a good option, but I see a problem in distribution.

Making PGP plug-ins is easy. Getting people to use them is the hard part.

Thats the trick, and getting people to go out and change their
configuration around is plenty hard. I'd make the wager that most people
on this list have played with their system config just for fun at one
point or another. For the average computer user, having to mess with their
system configuration is a nightmare.

If the mail clients shipped with hashcash ability already built in and
ready to go, then we'd only need to wait for the day when most everyone
was upgraded.. then we just flip the switch in sendmail, and make
X-HASHCASH required.
