NANOG uses a fairly clean method for dealing with this.
You have two lists:
Those who receive CodherPlunks messages
Those who can post to CodherPlunks
The second list can be automated just like a mailing list, with possible
subscription moderation. Subscription to the first list could, possibly,
automatically put you on the second list.

Personally, I find MAPS RBL filtering to be advisable in ALL
circumstances, _period_ (but then, I trust Vixie - do you?)
