What are we going to do about spam?

I've been corresponding with Cory R. King <coryking@azalea.com> about the
spam now being sent to CodherPlunks and he suggests (and I agree) that it
may be time to raise the issue with the list again.

Past discussions have shown that restricting submissions only to those on
the mailing list meets with a lot of resistance---for one thing, there are
members that participate through anonymous remailers.

One could make the case that submissions be restricted to mailing list
members plus a set of anonymous remailer sites, but that would also
eliminate legitimate messages from people not on the list. I don't think
I want to propose that (at least, not yet).

On the other hand, it would be easy to filter traffic against the MAPS RBL
list (http://maps.vix.com). It can't prevent the "wack-a-mole" spammers
that get disposable accounts on legitimate ISPs and send as much spew as
they can before they are shut down, but it would prevent the persistant
abusers, like the several that seem to have targeted CodherPlunks. In
particular, it would have prevented the spew complained about below.

(If you're not up on such things, the statment about "responsible email"
is pure scam---the bill to which they refer is not a law and is only one
of three proposed bills to control spam. Unsurprisingly, it's the bill
supported by spammers, since it would allow them continued existance.)

I've sent mail to the postmaster at toad.com asking if they could adopt
filtering based upon the MAPS RBL, but so far have received no response.
I assume it's technically feasible---the latest sendmail already has the
support as an option---but I don't know if there are any political issues
that would make it impossible.

Are there any others who would appreciate less spam in their email? Is
there support from the list as a whole for RBL filtering?

AT&T ITS, the address in the body of the message, infowatch.net, is in the
spam haven at 12.16.7.0/24 in an IP block delegated from you. Are you
aware that they are hosting spammers?
