I suppose that, in case the answer is yes, there is a simple way
to circumvent. One just describes verbally the nature of the bug or
the method of speedup and lets the designer of the software himself
do the actual code update. I don't think that a law can be
so minutely formulated to (in practice) effectively forbid that
verbal (maybe also in speech form) communication. That once again
shows the absolute nonsense of crypto regulations.
