Previously I argued elsewhere that there can't exist a scientifically
rigorous unit of strength of encryption algorithms. If one persue
far enough, asking the question about strength is like asking the
question about truth or other equivalent qualities in this world.
Recently Irland has announced a fairly (though not yet absolutely
clear) liberal crypto policy and Germany has deferred making a
decision in the Bundestag. Possibly a good international atmosphere
will (through lastly monetary aspects) soften with time the attitudes
of some hardcore crypto regulation countries.
