These algorithms appear to be vendor-specific. But the neccessary
RAND, SRES and Kc are transmitted via unencrypted microwave links when
you are roaming. It is still a little unclear wether Ross Anderson is
right that these data are transmitted to the BSC or, as the Deutsche
Telekom claims, only to the MSC. In the latter case it is of course
much harder to get these data.
