Problems when running Dia 0.92.2

    Dear all

      I install Dia 0.92.2 for Win32 in a MSWindows 
Millenium
operating system.

      When I run gives repetidely, in a DOS window, the 
following message
  
   "[Invalid UTF-8] Can load ....

    When finally starts it do not appears any words and 
menus (in Dia)?

    Is It the new version incompatible with Millenium?

    Or I have some problem in my computer
