I think he might mean being able to snap one object to the edge of
another.

As a workaround you should take a look in the Object menu,
Align Horizontal, Left, Right, Centre, Equal Distance, Adjacent.
Align Vertical, Top Middle Bottom, Equal Dist. Adjacent.

I think the Adjacent feature will give something close to what you want.
