I did this:

[leonardo@abadon dia]$ whereis aclocal.m4
aclocal: /usr/bin/aclocal /usr/share/aclocal
[leonardo@abadon dia]$ aclocal --acdir=/usr/share/aclocal
[leonardo@abadon dia]$ ./autogen.sh --prefix=../diaCVS
Running gettextize...  Ignore non-fatal messages.
intl/ subdirectory exists: use option -f if you really want to delete it.
Running intltoolize
no need for patching file 'Makefile.in.in'
Running libtoolize
You should update your `aclocal.m4' by running aclocal.
autoconf: Undefined macros:
configure.in:33:AC_PROG_INTLTOOL(0.12) 
 ...
./configure: line 5338: syntax error near unexpected token `AC_PROG_INTLTOOL
(0.12)'
./configure: line 5338: `AC_PROG_INTLTOOL(0.12) '
