It sounds like you want the Dia for Windows port - see

Actually a C compilier is required, but only to build it from sources.
As the majority of Windows uses do not have a C compiler the above web
site provides binaries for Dia and GKT+. Dia is primarily a Unix
application and as such comes primarily in source form, as all Unix
distributions include compiliers.
