I went to http://www.patents.ibm.com/boolquery
And did a search for patents with Chaum; David, flagged as inventor.
I found 19 patents by Chaum.
All the relevant ones, for example

seem to have lines like
What is claimed is:

With all other claims based on claim 1
I have not read all the way through this gigantic pile of legalese, but I
have read the bits that seem most likely to hit David Wagner's method, and
they do not, because David Wagner's tokens are not checkable using a public
key, or checkable by third parties.
Now perhaps there is some big evil patent lurking around "I claim all
methods for doing anything", but all the patents I encountered seem models
of moderation and legitimacy. Chaum only seems to patent stuff he has a
damned good claim to patent, (unlike 99% of patents issued by the
incompetents at the US patent office) and he does not have a good claim to
David Wagner's method.
