Actually, before you do that there's the problem of getting your
citizenry, which from a crypto standpoint are just a bunch of meat
popsicles, to have digitally based pseudonyms (even if the digital
identity has the same 'name' it's still a very different animal for
verification purposes.)
Now, how exactly digitally based pseudonyms work, that's a whole other
matter.
