Cryptix is freeware and developed outside the US, but at the moment (3.0.3)
the PGP support is limited to 2.6x and also incomplete, pending the release
of the version 3.0.4. However, there are already ElGamal classes.

Also, Mr. Tines (http://www.geocities.com/SiliconValley/1394/ ) is in the
process of porting to pure Java his PGP-compatible CTClib (this is GPL'd).
