A normal IP stack will not willingly do this if the IP address is not
associated with one of the network interfaces. Even in C you have to open
a raw socket and fake the UDP packet yourself, for which you'll need root
privileges if you're on a Unix (NT?) system. So even if Java had an
interface to do this it could not complete the operation unless root was
running the application.
