It's export license with unlimited key strength shows the governments
confidence in their own
ability to recover the encrypted data... Personally, I'd find this
useless.
On another level it is an authentication system like Kerberos or PKI.
However unlike them it supports recovery of encrypted data. It has been
granted an export license that allows unlimited key strength cryptography
to be sold to any type of business in any country (except a few).
