The following is from http://scitech.ctia.org/Security/index.html :
The purpose of this web site is to solicit wide participation in the
development of new security algorithms and procedures for North American
Cellular and PCS telephones from the public security community. This Web site
provides the guidelines and requirements for proposals and provides contact
information for proposal candidates.

The TIA TR-45 AHAG is inviting candidates to submit serious proposals to the
TIA regarding next-generation privacy and authentication algorithms for AMPS,
IS-136 TDMA, and IS-95 CDMA cellular and PCS networks.

(for more information see the web site)

For those unfamiliar with the acronyms, CTIA is the Carriers
Telecommunications
Industry Association, which is hosting the Web site but is not a standards
organisation. The TIA is the ANSI-accredited Telecommunications Industry
Association, and *is* a standards organisation. TR45 is the committee in
charge
of almost all things wireless. The AHAG is the "Ad Hoc Authentication Group"
which oversees everything crypto-related.

I'm happy to answer questions about this effort, being a regular
contributor to
the AHAG. The Chair, Chris Carroll <ccarroll@gte.com> is a more formal
point of
contact.

Greg.
