You may wish to investigate the Eggdrop IRC bots which offer private IRC
channels that use direct TCP connections among channel participants.
Eggdrop seems to use the regular IRC channel as a "hallway" into the
actual private direct TCP chat rooms run among the Eggdrop clients.
That's about as private as you can get on IRC without encryption and,
ironically, it isn't even IRC in the private channels. Of course you
don't have much in the way of privacy but you can modify the eggdrop so
that there is one host that won't reveal the IP number of other chat
participants.
