Well, like writing essays there is a multitude of styles possible.
To be very safe for regulations, I suggest doing a lot of math, proving
theorems and lemmas and at places dispersed in the paper indicating
how the the pieces are related for providing certain functions,
always in terms of pure math, of course. When all the functions are
there, an intelligent person will know how to connect the subunits
to the intended whole and do an implementation in a programming
language.
But there is no limit to your imagination as to other appropriate
ways of publishing your encryption algorithm.
