I didn't, so I decided it was time to make my own.
I've been checking out the CryptLib 2.0 docs+source and
have hacked together part of a KEA plugin for CryptLib.

Thus far I've done a backend keaDecrypt() that takes the
two shared DH values t and u, and threshes them with
Skipjack to produce the KEA Key. This assumes the
availability of a CryptLib'ed implementation of Skipjack,
of which only the algorithm ID (CRYPT_ALGO_SKIPJACK,
thanks to Peter G.'s foresight) seems to exist so far.
:-)

I'll put more pieces together and install a self-test
with the NIST test vectors in the next day or so.
