Word on the street is that the mathematical description of the algorithm will
be posted to the NIST web page tomorrow ( http://csrc.nist.gov/ ). I imagine
that if one wanted to implement KEA or SKIPJACK one would need a little bit
more: acceptable padding algorithms, OIDs for major modes, key generation
routines if any, test vectors, etc. The implication from NSA PA is that it one
could get such info from the help desk @ 410-684-7235.
