I do not believe this is going to be possible with PDFs. I am not
aware of any watermarking scheme that could stand up to postscript
conversion. There is nothing stopping the person from "printing" the
PDF to a postscript file and distributing that.
It might be best to hide the watermarking in plain sight. Use a different
font for the title in each document.. not exactly the most secure option,
but probably the easiest.
