Unfortunately, devising different ways of easily building strong
cryptography from legally exportable building blocks is unlikely to make
much practical difference. There are multiple schemes for doing so, but as
soon as any of them is put together coherently into a single software
package which transparently does encryption, that package will fall under,
or quickly be made to fall under, the export bans.

Remember, strong crypto is just an academic curiosity to anyone who
doesn't have access to tools within their level of expertise which use it.
