You're getting some good, if lengthy answers. A concise answer
would be: the MessageAuthenicationCode uses a secret key. You are
enabling/disabling packets secretly by using/not using the correct MAC.
Only you and the receiver know what the correct MAC function (and key) is.
The whole point is to show that the Gov't's allowing MAC code
to be freely exported is inconsistant with other Gov't policy
about encryption, since the MAC code can be used for encryption.
