In that case, please mention in the spec that it is legal to specify *no*
encryption algorithm at all and that this should denote that the recipient
wishes to receive unencrypted mail only. That's highly important for people
in areas of war. (Letters to and from the red cross in those areas are
always transported in open envelopes, for good reason. 'Treason' is no
accusement to be taken lightly. There are situations where people get shot
simply for receiving encrypted mail. Signing should be ok, however.)
