Are you trying to write programs which you want to export? That's hard.
Or are you only trying to write messages, and looking for a
program to encrypt them with? That's easy. Get PGP from anywhere,
and have your overseas co-conspirators download it from www.pgpi.com.
There are no US restrictions on sending encrypted messages,
for the general public (if you've got a Government Security Clearance,
or you're a convicted felon, or you're a government employee discussing
some work-related item covered by sunshine laws, etc.,
then there may be special rules that apply to you.)
The country you're sending your message into may have an
uppity government that has restrictions on crypto - France,
for instance and China.
