I suggested something simlar before after using Macromedia for a while.
I would have sworn I filed a request in bugzilla for "Define Shape" or
"Create Shape" but I cannot find it.  I expect it to take the current
selection and prompt the user for a Title/Name (not a filename) and to
automatically (creating the filename and) save as a .shape file in the
user directory for custom shapes.

Actually for the use case you are describing it might be more useful just
to be able to batch convert the SVG files at the command line or
something.  (Dia does have a command line export option -e  but I've never
used it).

if Dia had better support of SVG it would be possible to use SVG files as
shapes without even modifying them, patches to the SVG support would be
much appreciated
