Building on windows is complicated and difficult.
In fact I only compile Dia on Linux and if I am using Windows I use
the binaries generously provided by Steffen.

I would recommend you try using Linux, the version of Dia that ships with
Mandrake for example has Python support enabled.
Failing that I suggest you ask Steffen very nicely, or offer to sponsor
his developement work.
