David, I totally failed to realise you were talking about the website from
your very terse report even thoughy you did file against the website
component I did not realise that from description.

Lars did not seem to realise either.

If the website allows PHP it might be relatively easy to take the frameset
and use an php include instead intead of using the frames.

In the meantime it is a simple matter of changing the web page framset
value from scrolling="no" to scrolling="yes" (or deleting the attribute
entirely).
