How to install a dia into my computer

How do you do? I am a japanese resident. I have just downloaded a dia-0.41 from your site. Now, I would like to know how to install the program into the PC. Yes, this is a bit too elementary a question; I am timidly sending this mail. Anyways, I am using a Windows OS, Internet Explorer v.5. I will  aprreciate for your care.
