The problem is that we would then be specifying the package manager's
behaviour (dpkg, rpm, gentoo's stuff, *BSD's various schemes, Windows' excuse
for a package manager (MSI), etc.). If we were to roll our own (which I do
not advocate), we would not have this timing problem, since we would know
when we would be done with downloading.

Indeed. "Rescan shapes/sheet directories" and basta. Hair remains on the
head.
