to compile, you not only need the library packages but also the devel
packages. Also, Ximian packages aren't precisely always of the best quality. 
This is the first time I hear about dia 0.88.1 unable to retrieve its sheet files ;
this bug definitely looks to me like a packaging one, which therefore belongs to
Ximian's bug tracking system, not dia's.

No. It first says "gdk-pixbuf-config [...] could not be found". And if it
could not be found, then obviously a version >= 0.7.0 [of the devel
packages] is not installed.

If RPM has the capability to give the build-time dependencies of a package,
and if you really want to compile yourself, then please use that capability
to let RPM install the devel packages.
