Dia on Windows: a file cannot be found

Hello everyone.
After using Dia on my Linux box, I tried to install its Windows version at
work. I downloaded
dia-bin-2001-05-12.zip
dia-extra-libs-2000-11-25.zip
http://hans.breuer.org/dia/gtk+-bin-2001-05-12.zip
As required, I unpacked the files contained in the last two files in the bin
directory of Dia; I also added set HOME=c:\home in my autoexec.bat, and
c:\home exists.
But when trying to start dia.exe, I get this message:
File ICONV.DLL not found.
What should I do?
As an additional info, I'm using W98 and I don't have the Gimp installed.
